For
residents and outside observers, the achievements of our Development
Department are probably the easiest to see: Modernizations and Renovations
to ACHA Communities including the HOPE VI Program. We are responsible
for planning and administering construction funding and contracts
to improve standards of Public Housing.
MISSION STATEMENT
FOR 2008:
The
Development Department shall approach the aspects of our work with
intelligence, spirit, dignity, and integrity. This resolve commits
the department not only to furthering the mission of this Authority,
but also to the continued improvement of affordable housing so as
to reflect market rate quality in the homes that we provide for
residents.
Development
Team
Prepare Annual Statement and Five Year Plan portion of the Capital
Fund Program Submission to HUD. In addition, prepare Performance
and Evaluation Reports for each budget year reflecting fund obligations
and expenditures.
Prepare proposals to obtain Community Development Block Grant Funding
(CDBG).
Apply for HOPE VI funding.
Prepare Requests for Proposals for Developers, Architects, and hygienist
services; evaluate proposals and recommend firms for contract award.
Prepare drawings & specifications for various construction projects
under capital fund program, extra-ordinary maintenance program,
community development block grants.
Advertise for bids; award and execute construction and various service
contracts.
Monitor and inspect construction contracts
Coordinate all tenant relocation activities.
Design, improve and upgrade ACHA website.

transition units for residents relocating due to modernization and/or
HOPE VI revitalization.
Perform work orders to maintain scattered sites.
Prepare specifications and monitor elevator maintenance contracts.
Oversee maintenance Glenshaw property.
Hazardous materials reviews.

Prepare
Demolition Applications and conversion request.
Secure Mixed financing to supplement grant funding in order to create
better housing.

Training, Employment and MBE/WBE/DBE Compliance Monitoring:

Links Residents to Training/Entrepreneurial Programs
Provides Step-Up/Apprenticeship Training Programs (a certified US
Dept. of Labor Section 3 Program in laundry business).
Provides Maintenance Apprenticeship Programs (a pending program
that will certify ACHA for the 5 Department of Labor and Industry
and The Bureau of Apprenticeship and Training Programs).
Asset
Management: Work with Housing
Operations to ensure continuing compliance with the Low Income Housing
Tax Credit program by providing direction and training opportunities.
Work with third-party management agents to coordinate compliance
efforts on Mixed-Finance properties. With Development department,
review tax credit applications, management and regulatory agreements,
leases, and other documents. Coordinate efforts of all departments
on Mixed-Finance developments. Direct operations of private management
company and investigate opportunities to provide management services
to outside organizations.
