The
ACHA administers both a low-income public housing program and a
Section 8 program.
Section 8, unlike public housing is defined as "tenant based"
assistance. Eligible families are issued a voucher and may
search for a unit of their choosing anywhere in the country.
To the surprise of most people, there are nearly 5,500 participants
in Allegheny County Housing Authority's jurisdiction.
The
ACHA also administers a very successful Family Self-Sufficiency
Program and a Family Unification Program.
Family
Self-Sufficiency (FSS) is a voluntary program for current Section
8 participants. The goal of the FSS Program is to help families
achieve self-sufficiency by providing supportive services and assisting
the family in developing a training and services plan. As
the family's income increases due to an increase in earned income
the family's portion of rent increases. A portion of the increase
in the tenant rent is placed in escrow account by the ACHA each
month. Upon graduation from the FSS Program, the participant
may use the money accrued in the escrow account to their discretion.
It is hoped that the money will be used toward homeownership.
The ACHA is working in conjunction with a local realtor, and a local
contractor to assist FSS participants that are in a position to
purchase a home of their own.
