HOUSING
MANAGEMENT OPERATIONS DEPARTMENT
The Housing
Management Operations (HMO) Department is responsible for all direct
delivery of services to residents. This includes property management
and delivery of Residence Supported Service. The HMO has a staff
of 35 consisting of a Director, a Supervisor, 15 Residential Property
Managers (RPM), 13 Assistant Residential Property Managers (ARPM),
and 5 resident supportive services staff.
PROPERTY MANAGEMENT:
Effective October 1, 2006 the Allegheny County Housing Authority
was mandated by the Department of Housing Urban Development (HUD)
to change from Centralize Management to Site Based Management.
Under this new
regulation, decisions regarding the management of property that
were previously made by the central office are now the responsibility
of the RPM/ARPM. Their duties includes leasing, rent collection,
taking and closing work orders, maintaining the site budget, re-certification,
accepting applications, data collections (application processing),
maintaining the waiting list, determining eligibility, marketing,
terminations, and legal issues.
SUPPORTIVE
SERVICES PROGRAMS:
To help residents and resident families move from dependency to
self-sufficiency the HMO Department offers services directly or
indirectly through local human service agencies operating through
out the Allegheny County. These service programs include the following:
Children
and Youth
Family
Resources/Beverly Jewel Walls Lovelace (BJWL):
An after school program for children 5 to 12 years of age where
assistance is provided with homework and a hot meal at dinnertime.
Open five days a week during the school year and six in the summer
months, BJWL is located in eight family sites, soon to be nine.
Allegheny County Library Association's Knowledge Connection Center:
Children of residents 13 to 18 years of age are given access to
a computer and the worldwide web in this after school program. This
program is open year round and is located in eight family sites.
Sheldon Park At Risk Youth Center:
Opening soon, the At Risk Youth Center will provide teens and young
adults with a
Facility designed specifically to meet their needs and interest.
At the Center, users will find recreational and educational equipment
geared to their age group and professional staff to deal with their
concerns.
One Vision One Life:
Presently operating in only one site, Pleasant Ridge. This program
is for teens and young adults and offers recreational activities
and counseling to this population on a daily basis.
Head Start:
Located in the Natrona Heights community of Sheldon Park. Parents
with children 3 to 5 years of age have a program recognized nationally
for its child development to enroll their child in.
Family Services
Community Supportive Services:
Family counseling for residents and former residents of Pleasant
Ridge a HOPE VI development, (formerly Ohio View Acres). Certified
case managers assist the head of household in developing a five-year
plan to move from dependency to self-sufficiency, and in that time
they can save for homeownership, education or to purchase a car
for school or work.
Move 2
Own:
This is a homeownership program for residents who have an interest
in owning their own home. The Department contracts with HUD certified
counseling agencies to provide residents with the ends and outs
of becoming a homeowner.
Workforce Development:
For those residents who are seeking employment or training to secure
a job or a better job, the HMO Department works with local agencies
to provide services. The services are sometimes offered in the community
and/or residents are assisted through vouchers to attend programs.
Educational Scholarship Program:
The ACHA Educational Scholarship program funded entirely with non-governmental
funds provides qualified resident applicants with a grant to assist
them in meeting their career goals. The grant is paid directly to
the secondary school or accredited program that the resident recipient
is attending.
Elderly
and Disabled
Senior Living Enhancement Program (SLEP):
A program developed by the Authority and UPMC/Braddock a number
of years ago. SLEP provides health/wellness services (health coaching)
and social service coordination and referral to this residential
population.

General Services
Resident Councils:
In accordance with HUD Regulations 964, the Department provides
support to the resident elected leaders of the buildings/communities.
This includes leadership training provided by the Authority's staffed
and professionals from various agencies.
