Mission Statement
The basic role of the Management Information System (MIS) Department is to provide effective data processing and data communications systems that enable the staff of the Allegheny County Housing Authority (ACHA) to efficiently manage the resources to fulfill ACHA's mission. Since MIS is actively involved in the support of each department's responsibilities, it is essential that the MIS staff have a working knowledge of all functions of the Authority. Because of this unique role, MIS is able to provide analysis and reporting support for a variety of management functions including compliance with HUD's Public Housing Assessment System (PHAS).

MIS manages an Ethernet client/server based network that encompasses over 150 computer workstations at our central office and low-income public housing sites. We utilize digital SDSL service and mobile broadband cards to facilitate data processing related to management of tenant accounts, maintenance work orders and other activities at more than 35 remote offices.
Since October of 1994, ACHA has utilized emPHAsys software (a proprietary database program) for almost all of our data processing and reporting activities. The emPHAsys program was written specifically for use by public housing authorities and is in use by over 400 housing agencies across the country. MIS is responsible for the administration of the emPHAsys database.

MIS provides training in data processing topics such as Microsoft Office, Windows XP and 7, emPHAsys Elite and Crystal Report writing.

MIS is constantly on the cutting edge of technology, recently consolidating 10 physical servers into 1 physical server and 10 virtual servers. Virtualization has reduced the Authority's energy costs by reducing the amount of electricity need to power the servers and reducing the amount of air conditioning required to cool the server rooms.
