Mission Statement
To provide quality community
life and deliver effective human services for ACHA residents.
Vision Statement
Support the residents of
ACHA in creating a place to live with a home-life and a sense of
neighborhood and community that is equal to or better that that
of the general community. Ensure residents of ACHA have the best
managed human and supportive services available. Provide access
to resources for economic uplift and to foster healthy family and
community life. To provide resources for all families and elders
for assisting, maintaining and improving a healthy standard living.
The Allegheny County Housing Authority
Resident Services Department provides human and supportive services
to residents of ACHA. Additionally, we provide technical assistance
to Resident Councils and resident leaders in their community building
activities.

FSS Homeownership Brochure 
PHDEP/First Step: Program to
provide work readiness training to residents.
PHDEP/Year-Round Program: Program
providing summer and after school activities for children in 7 communities:
Sheldon Park, Millvue Acres, Ohioview Acres, Hays Manor, Burns Heights,
Hawkins Village and Prospect Terrace. These are funded in collaboration
with the Pittsburgh Foundation, and the Allegheny County Department
of Human Services.
PHDEP/Technology Centers: Computer
centers for adults in Hays Manor, Hawkins Village, Burns Heights
and Ohioview Acres.
Knowledge Connection Centers:
Programmed with the Allegheny County Library Association, ACHA provides
space and equipment. KCC's are library and resource centers for
children located in Sheldon Park, Hays Manor, Burns Heights, Hawkins
Village, Prospect Terrace and Ohioview Acres.
Elderly Services Plan: ACHA,
collaboration with UPMC Braddock provides wellness, recreation,
social services, and community building activities to all 18 LIPH
elderly high-rises and one ACHA owned Section 8 elderly high-rise.
Family Wellness: UPMC Braddock
provides wellness clinics in 3 family sites: Prospect Terrace, Hawkins
Village and Burns Heights. This is provided to ACHA residents at
no cost.
Transportation: The Worklinks
project is collaborative program with Heritage Health Foundation
and Allegheny County Port Authority to provide free transportation
from ACHA communities to main line bus lines in the Mon Valley.
Child Care: Childcare programs
funded by the Early Childhood Initiative in collaboration with Heritage
Health Foundation, the United Way and various community groups.
ACHA has these in Sheldon Park, Hawkins Village and Prospect Terrace.
Russian Cultural Liaison: ACHA
provides a cultural liaison for Russian residents. ACHA's Homestead
Apartments is 25% Russian immigrants.

SUPPORTIVE
SERVICES PROGRAMS:
To help residents and resident families move from dependency to
self-sufficiency the HMO Department offers services directly or
indirectly through local human service agencies operating through
out the Allegheny County. These service programs include the following:
Children
and Youth
Family
Resources/Beverly Jewel Walls Lovelace (BJWL):
An after school program for children 5 to 12 years of age where
assistance is provided with homework and a hot meal at dinnertime.
Open five days a week during the school year and six in the summer
months, BJWL is located in eight family sites, soon to be nine.
Allegheny County Library Association's Knowledge Connection Center:
Children of residents 13 to 18 years of age are given access to
a computer and the worldwide web in this after school program. This
program is open year round and is located in eight family sites.
Sheldon Park At Risk Youth Center:
Opening soon, the At Risk Youth Center will provide teens and young
adults with a
Facility designed specifically to meet their needs and interest.
At the Center, users will find recreational and educational equipment
geared to their age group and professional staff to deal with their
concerns.
One Vision One Life:
Presently operating in only one site, Pleasant Ridge. This program
is for teens and young adults and offers recreational activities
and counseling to this population on a daily basis.
Head Start:
Located in the Natrona Heights community of Sheldon Park. Parents
with children 3 to 5 years of age have a program recognized nationally
for its child development to enroll their child in.
Family Services
Community Supportive Services:
Family counseling for residents and former residents of Pleasant
Ridge a HOPE VI development, (formerly Ohio View Acres). Certified
case managers assist the head of household in developing a five-year
plan to move from dependency to self-sufficiency, and in that time
they can save for homeownership, education or to purchase a car
for school or work.
Move 2
Own:
This is a homeownership program for residents who have an interest
in owning their own home. The Department contracts with HUD certified
counseling agencies to provide residents with the ends and outs
of becoming a homeowner.
Workforce Development:
For those residents who are seeking employment or training to secure
a job or a better job, the HMO Department works with local agencies
to provide services. The services are sometimes offered in the community
and/or residents are assisted through vouchers to attend programs.
Educational Scholarship Program:
The ACHA Educational Scholarship program funded entirely with non-governmental
funds provides qualified resident applicants with a grant to assist
them in meeting their career goals. The grant is paid directly to
the secondary school or accredited program that the resident recipient
is attending.
Elderly
and Disabled
Senior Living Enhancement Program (SLEP):
A program developed by the Authority and UPMC/Braddock a number
of years ago. SLEP provides health/wellness services (health coaching)
and social service coordination and referral to this residential
population.
General Services
Resident Councils:
In accordance with HUD Regulations 964, the Department provides
support to the resident elected leaders of the buildings/communities.
This includes leadership training provided by the Authority's staffed
and professionals from various agencies.
