Request for Proposals



General Information:

The Allegheny County Housing Authority encourages responses from small firms, minority firms and firms that have not previously performed work for the ACHA.

All firms must submit an original and five (5) copies of their proposal. Proposals shall be enclosed in two (2) envelopes, inner and outer, both of which shall be sealed and clearly labeled.

Proposals may be mailed or hand delivered to:

By submission of a proposal, the offeror agrees, if its proposal is accepted, to enter into a contract with the ACHA in the form included in the contract documents for the contract price and within the contract time indicated in the Request for Proposals documents. The offeror further accepts all of the terms and conditions of the RFP.

Proposals will be held in confidence and not released in any manner until after contract award.
The Allegheny County Housing Authority reserves the right to reject any and all offers.

REQUEST FOR PROPOSALS
VOICE TELECOMMUNICATIONS SERVICES

Date Issued: July 16, 2004

The Allegheny County Housing Authority is requesting proposals from qualified firms/individuals to provide voice telecommunications services encompassing both local and long distance & phone system maintenance.

Request for Proposals and Contract Documents are on file and may be obtained, at no charge, in the Purchasing Department of the Allegheny County Housing Authority, 625 Stanwix Street, 12th Floor, Pittsburgh, PA  15222, or by contacting the ACHA at 412.402.2435.

Pre-Proposal Conference (optional): Wednesday, July 28, 2004, 2:00 PM EST
held at the ACHA Central Office Board Room.
Attendance is optional. All offerors are encouraged to attend.

Questions regarding the RFP must be submitted in writing no later than Monday, July 26, 2004 at

REQUEST FOR PROPOSALS
FINANCIAL CONSULTING SERVICES

Date Issued: July 16, 2004

The Allegheny County Housing Authority is requesting proposals from qualified firms/individuals to provide financial consulting services related to the development and implementation of a central service cost allocation plan, forecasting (20 year) of operating and capital funding for the various federal housing programs administered by the Authority, development of annual operating budgets, preparation and submittal to HUD of financial statements (Financial Data Schedule), and other services related to the financial management of the Authority.
