General Information:
The Allegheny
County Housing Authority encourages responses from small firms,
minority firms and firms that have not previously performed work
for the ACHA.
The Allegheny
County Housing Authority reserves the right to reject any and all
submissions and offers.
All firms must
submit an original and five (5) copies of their proposal. Proposals
shall be enclosed in two (2) envelopes, inner and outer, both of
which shall be sealed and clearly labeled.

By submission of a proposal, the offeror
agrees, if its proposal is accepted, to enter into a contract with
the ACHA in the form included in the contract documents for the
contract price and within the contract time indicated in the Request
for Proposals documents. The offeror further accepts all of the
terms and conditions of the RFP.
Proposals will be held in confidence
and not released in any manner until after contract award.

REQUEST FOR PROPOSALS - PROJECT BASED VOUCHER PROGRAM
The Allegheny County Housing Authority (ACHA) is seeking proposals
from responsible property owners or developers interested in providing
expanded rental housing opportunities for families, families receiving
supportive services, the elderly and the disabled. Through this
program, housing assistance can be made for existing housing meeting
program standards, substantially rehabilitated housing or new construction
projects. There is no funding provided by this program for any construction
or rehabilitation costs only for rental assistance upon acceptance
of any qualified units. The ACHA will accept proposals on a semi-annual
basis for a two-year period with closing dates on 6-30-10 / 12-30-10
/ 6-30-11 and 12-30-11. Any proposal received after the expiration
of any application period will be considered at the next round of
proposals at the option of ACHA. The Allegheny County Housing Authority

NEW PUBLIC HOUSING DEVELOPMENT
The Allegheny County Housing Authority (Authority) is seeking proposals
from qualified developers to develop new public housing in Allegheny
County, excluding the City of Pittsburgh and the City of McKeesport.
The developer to be selected must have experience with market rate
housing, tax credit, mixed-finance and mixed-income housing development
and is encouraged to offer creative development options. The Authority
is looking to expand opportunities in new markets that are currently
not served by public housing. The Authority is looking to expand
opportunities in new markets that are currently not served by public
housing but welcome proposals in markets already served. Evaluation
and selection of the Developers will be in accordance with the evaluation
criteria specified in this RFP. The ACHA will accept proposals on
a semi-annual basis for a two-year period with closing dates on
12/30/2009, 6-30-2010 / 12-30-2010 and 6-30-2011. The Allegheny
