Heritage Highlands Grand Opening

Welcome to Heritage Highlands, a new family development located on the site of the former Hawkins Village in Rankin, Pennsylvania. The $42M masterplan encompasses 105 new townhome dwelling units - a mix of 1-2-3-4 bedroom floorplans. Heritage Highlands curb appeal and amenities compare to the private housing industry standards. Heritage Highlands is 100% affordable housing with homes available at 20% - 60% of area median income. A key component of the development is the centralized community green space which provides residents and neighbors with safe, open community gathering space, playgrounds, and a basketball court. The new Heritage Highlands development spans 19 acres of the former Hawkins Village originally built in 1942 as war housing, and expanded in 1953 to support veterans and their families. Common dwelling amenities include an efficient heating & cooling system, 1.5 baths, a dishwasher, washer & dryer, spacious rooms, and energy efficient windows. Residents will have access to amenities and services which include: the Mike Doyle Community Building, a resident lounge, family supportive services by American Healthcare Group, and on-site maintenance. Heritage Highlands will serve as a catalyst for larger change within Rankin providing desirable, much-needed affordable housing for the area's workforce and families in Allegheny County.




CHOICE NEIGHBORHOOD PLANNING GRANT UPDATE

As a FY2021 Choice Neighborhood Planning Grant Awardee, the Allegheny County Housing Authority in working with Allegheny County Economic Development, Focus on Renewal, McKees Rocks Community Development Corporation, McKees Rocks Borough, Thriven Design, Pennrose, LLC and the Hays Manor Residents have collaborated, planned and developed a Draft Transformation Plan for the Hays Manor Public Housing Community and McKees Rocks Borough. Over the past 18 months, the Choice Neighborhood Planning Grant Team have held meetings to develop a transformation plan for Hays Manor and McKees Rocks. Below is a link of the Draft Transformation Plan that was submitted to the U.S. Department of Housing and Urban Development.

FEATURED INFORMATION:

The ACHA provides safe and decent affordable housing for low-income residents of Allegheny County. We offer two main housing programs: the Housing Choice Voucher Program (HCVP) and Public Housing.

The Housing Choice Voucher Program is a rental assistance program. HCV residents rent directly from private landlords and their rental payments are subsidized through the voucher program.

Public Housing are rental properties managed and maintained by the ACHA and management associates. The ACHA is the landlord. Our housing inventory includes accessible housing for persons with disabilities.
